Restitution Order as to Tandre Buchanan, Jr (1). For good cause shown, it is hereby ordered that Defendant, Tandre Buchanan Jr. shall immediately pay restitution in the amount of $39,091.61 in repair/replacement or "construction costs", and $189,796.00 in lost profits, for a total amount of $228,887.61 to the United States Clerk of Courts, to be distributed to Colossal Cupcakes, the victim in the above-captioned case. Minutes of proceedings [non-document] before Magistrate Judge Thomas M. Parker. Preliminary/Detention Hearing as to Tandre Buchanan, Jr. (1) held on 6/18/2020. All parties appeared via video/telephone conference. Scott Zarzycki present as counsel for the government. Steven Bradley present as counsel for the defendant. Also present, Pretrial Services Officers Cassandra Stolarik and Travis Jennings. Defendant consented to participating via video conference, with no objection from defense counsel or government. The government proffered the report of pretrial services, the affidavit filed in support of the complaint, and Exhibits 1 - 16, with no objection from the defense. The government also presented testimony from Special Agent William Hasty, who was also cross examined by the defense. Arguments for and against a finding of probable cause and detention were made by the parties. The court finds that probable cause has been established, and this case is bound over to the grand jury for further proceedings pursuant to any restrictions as set forth in General Order 2020-08. The court overruled the government's motion for detention and set bond at $20,000 unsecured with standard and special conditions of release. Defendant consented on the record to having Attorney Bradley sign the bond documents on his behalf. Defendant is remanded to the custody of the U.S. Marshal until notified by the clerk or judge that the conditions of release have been satisfied. (Court Reporter L. Boardman. Time: 2 hours).
