ORDER AND REASONS - Before the Court is a Rule 12 Motion to Strike Allegations and Dismiss Claims (Rec. Doc. 20) filed by St. James Parish, on behalf of itself and the St. James Parish Council and St. James Parish Planning Commission. IT IS HEREBY ORDERED that Defendants' motion to strike is DENIED. IT IS FURTHER ORDERED that Defendants' Rule 12(b)(1) motion to dismiss is GRANTED IN PART. Claims V and VII are DISMISSED WITH PREJUDICE for lack of standing. IT IS FURTHER ORDERED that Defendants' Rule 12(b)(6) motion to dismiss is GRANTED IN PART. Claims I, II, III, IV, and VI are DISMISSED WITH PREJUDICE as prescribed.
