Order on Motion for Leave to Proceed In Forma Pauperis

ORDER - After due consideration, the Court concludes that Mr. Willoughby is unable to pay the required fees. Accordingly, the Application is provisionally GRANTED. (ECF No.1 .) Mr. Willoughby may proceed in this case in forma pauperis, i.e., without paying the Court's filing fees and costs. Furthermore, the Court has reviewed the proffered Complaint. (ECF No.1 -2.) The proffered Complaint, which contains multiple statements of facts and separate prayers of relief for each count, offends Federal Rule of Civil Procedure 8, which requires a short and plain statement of the grounds for this Court's jurisdiction and the Plaintiff's claims for relief. It is further ORDERED that, no later than February 25, 2025, Mr. Willoughby shall file an Amended Complaint, with a Ghostwriting Form attached, which outlines in simple and straightforward terms why Mr. Willoughby thinks that he is entitled to relief and why the Court has jurisdiction over his case.
